For PyroCMS version 2.0 and 1.3

Manage downloads on your website, this module allows you to setup and maintain downloads of any kind.

Downloads are offered through a consistent url and if needed restricted to members only, the number of downloads are also tracked allowing you to monitor the success of downloads.
The files can be stored anywhere you like so you can use the inbuilt file management system or even an external content delivery system.

Is it able to restrict a download to an individual user account and not just logged in users in general?

I am afraid the module only offers one level of protection for downloads, it doesn't differentiate between user accounts.
